The Arc of Blair County advocates for the civil rights, personal dignity, and full community inclusion of individuals with intellectual and developmental disabilities throughout Blair County. Founded in 1954 by local parents seeking community-based education and social opportunities for their children, the grassroots organization serves individuals across their entire lifespans, from early infancy through retirement. Operating entirely independent of government contracts, the chapter relies on generous community support, annual fundraisers, and private foundation grants to deliver completely accessible programming.
Direct agency services emphasize life skills education, creative expression, and authentic social connection. The chapter hosts regular cooking and nutrition classes, painting and visual arts workshops, literacy programs, and festive community gatherings where participants form lasting friendships and develop artistic talents. In addition to recreation, the organization coordinates individualized educational advocacy, helping parents and caregivers understand complex special education regulations, navigate individualized education plans, and access vital community resources.
Community life centers around the Becky Sheetz Recreation Building on Jackson Avenue in Altoona, a dedicated multi-purpose facility opened in 1986 in memory of a pioneering community advocate. The building features welcoming meeting areas, program classrooms, and the Vicky Kattouf memorial game room, providing an affirming physical setting where members gather regularly for leisure activities, wellness sessions, peer connections, and self-advocacy.
